Hey there! I’ve been a Port Arthur resident for years now, and I know firsthand how confusing it can be to figure out the water billing system After helping my neighbors navigate this process countless times, I decided to write up this comprehensive guide on paying your Port Arthur water bill. Whether you’re new to the city or just looking for easier payment options, I’ve got you covered!
What You’ll Find in This Guide
- Online payment methods through Click2Gov
- In-person payment options at City Hall
- Payment by phone
- Understanding your account numbers
- Important deadlines and fees
- Tips for avoiding late payments
Let me just say – the city has actually made some big improvements to their payment system recently. The new Click2Gov interface is way better than what we had before, though it still has a few quirks I’ll help you navigate.
Your Port Arthur Water Bill Payment Options
The City of Port Arthur offers several ways to pay your utility bill Let’s break down each method
1. Online Payments through Click2Gov
The most convenient way to pay is through the city’s online portal at Click2Gov Utility Billing
One-Time Payment (No Account Required)
- Visit the Click2Gov website
- Click “One Time Payment”
- Enter your account number from your bill
- Follow the prompts to complete payment
Creating an Online Account
If you plan to pay online regularly, I recommend setting up an account:
- Click “New User” on the Click2Gov homepage
- Fill in your information
- This allows you to view payment history and account status
Important Note: If you previously had an email with Click2Gov, you need to establish a new one with the updated payment system. I made this mistake and had to call customer service to sort it out!
2. In-Person Payments
Sometimes I prefer dealing with actual humans. You can pay in person at:
City Hall Utility Billing Office
- Address: 444 4th Street, Port Arthur, TX 77640
- Hours: 8:00 am to 5:00 pm, Monday through Friday
- Accepted payment methods:
- Cash
- Check
- Credit/debit card*
- Money order
There’s also a convenient drive-through if you’re in a hurry!
3. Payment by Mail
If you’re old-school like my dad:
- Mail check or money order (no cash!) to:
P.O. Box 1089
Port Arthur, TX 77640 - Include your account number on the check/money order
4. Phone Payments
Need to pay over the phone? Call 1-877-817-9859 to make a payment.
Understanding Your Account Information
This was honestly the most confusing part for me when I first moved here. Your bill has an account number that looks something like “1234-00056789”.
Let’s break this down:
- The CID is the first set of numbers before the dash (1234)
- The Account Number is the second set of numbers behind the dash (00056789)
SUPER IMPORTANT: When entering your account number online or by phone, you MUST enter all zeros. This is where most people mess up!
2025 Fee Updates You Need to Know
Heads up! Starting January 1, 2025, all card transactions will be assessed a 3% convenience fee. This applies whether making payment at the counter or online.
The city doesn’t accept American Express, which I learned the hard way when my payment was declined last month. Also, payments for accounts not in their system won’t be accepted.
Making Partial Payments
If you can’t pay the full amount (we’ve all been there!), you can make partial payments. The city provides a partial payment guide on their website showing exactly where to change the payment amount.
I usually split my payments into two when money is tight – just make sure you pay the full amount by the due date to avoid late fees.
What If I Have Questions or Problems?
The Water Utilities Department is actually pretty responsive:
- Email: [email protected]
- Phone: 409-983-8230
I’ve emailed them a couple times about billing questions, and they usually get back to me within 1-2 business days.
Setting Up Autopay (My Personal Recommendation)
After forgetting to pay my bill twice last year (oops!), I finally set up autopay through my Click2Gov account. Here’s how:
- Log in to your account on Click2Gov
- Navigate to payment settings
- Set up automatic payments
- Choose your preferred payment method and schedule
This has been a lifesaver for me! No more late fees or sudden service interruptions.
Understanding Your Port Arthur Water Bill
Your water bill includes charges for:
- Water usage
- Sewer services
- Garbage collection
The bill is typically sent monthly, and payment is due within 15 days of the billing date. If your due date falls on a weekend or holiday, you have until the next business day to make your payment without penalty.
What Happens If You Don’t Pay Your Water Bill?
I’ve unfortunately learned this the hard way… If you don’t pay by the due date:
- You’ll incur a late fee
- You may receive a disconnection notice
- Service could be disconnected if payment isn’t made
- Reconnection requires payment of past due amount plus a reconnection fee
Trust me – it’s not worth letting it get to this point! Set reminders or use autopay.
Tips for Monitoring Your Water Usage
One thing I’ve found helpful is monitoring my water usage through my online account. This can help you:
- Identify potential leaks early
- Understand seasonal usage patterns
- Budget more effectively for utility bills
If you suspect a leak, the city has a link on their website for requesting leak repairs. I had to use this last summer when my sprinkler system went haywire.
Water Bill Assistance Programs
If you’re struggling to pay your bill, Port Arthur offers assistance programs for qualifying residents. Contact the Water Utilities Department directly at 409-983-8230 to inquire about:
- Payment arrangements
- Emergency assistance
- Senior citizen discounts
My Personal Experience with Port Arthur Water Billing
When I first moved to Port Arthur in 2022, I was completely confused by the billing system. I accidentally entered my account number wrong online (forgot those leading zeros!) and thought I’d paid my bill, only to receive a late notice.
After calling the Utility Billing office, a very patient customer service rep walked me through the entire process and even helped me set up online access. Now, I have autopay set up and can view my usage history anytime.
The new system they implemented last year is much more user-friendly than the old one. I especially appreciate being able to see my payment history online – it’s helped me budget better by understanding my seasonal usage patterns.
