The majority of all water-refuse billing is done within three quarterly cycles. Cycles 1,2, and 3 include residential customers who are billed a flat rate and have fixed billing and due dates. Metered water-refuse accounts are billed separately, the amounts vary each quarter, and have billing dates that fluctuate slightly. Payment for water-refuse services is due 15 days after the billing date.
There are several ways to pay a water-refuse bill: in person at several locations, by mail, by direct payment from a checking or savings account, via phone, and online at payitstlouis.com.
To pay a water-refuse bill, you will need your account number and property address. The account number is listed on the bill in the upper-right corner.
Payment can be mailed in the form of check, money order, and cashiers check. No cash is accepted.
Are you a Daly City resident looking for the easiest way to pay your water bill? Maybe you’ve just moved to the area and need to set up service? Well, you’re in luck! As someone who’s navigated the Daly City utility billing system for years, I’m gonna share everything you need to know about paying your Daly City water bill.
Understanding Daly City Water Service
Before diving into payment methods, let’s understand who provides your water. Daly City Water & Wastewater serves approximately 102,593 residents in the Daly City area. Established way back in 1911, they get water from two main sources:
- Hetch Hetchy surface water from the San Francisco Public Utilities Commission (SFPUC)
- Groundwater from local Daly City wells
The good news? Daly City water quality is excellent! They’ve received the best-possible grade for their water quality because the amounts of contaminants found in the supply were better than the Public Health Goal and superior to most other water providers analyzed. That’s definitely something worth paying for!

Tips for Managing Your Daly City Water Bill
-
Sign up for eBills and auto-pay: Never miss a payment and save paper!
-
Check for leaks regularly: A leaking toilet can waste thousands of gallons of water and inflate your bill. Put a few drops of food coloring in the tank – if color appears in the bowl without flushing, you’ve got a leak.
-
Monitor your water usage: Understanding your typical usage can help you spot unusual increases that might indicate problems.
-
Install water-efficient fixtures: Low-flow showerheads and faucet aerators can significantly reduce water consumption.
-
Water lawns and gardens efficiently: Water early in the morning or late in the evening to reduce evaporation.

Flat Rate Vs Metered Rate
Residential water users who currently have a meter and are interested in exploring a flat rate should contact the Water Division to see if they qualify for flat rate billing. The Water Division can assess whether a flat rate is comparable to a customer metered rate and/or calculate such a rate.
