The Complete Guide to City of Duncan Bill Pay Options (Updated for 2025)

Post date |

Are you tired of rushing to City Hall at the last minute to pay your Duncan utility bill? I totally get it! As a resident, I’ve been there – panicking when I realize my water bill is due tomorrow and I’m stuck at work all day. Well, good news! The City of Duncan has several convenient ways to pay your utility bills that can save you time and hassle.

Quick Payment Options for Duncan Residents

Let’s face it – nobody enjoys paying bills, but the City of Duncan has made it easier than ever to get this chore done quickly. Here’s what you need to know

Online Payment Portal

The fastest way to pay your Duncan utility bill is through their official online payment system. I personally find this the most convenient option since I can pay anytime, anywhere.

If you prefer to manage multiple accounts or view your billing details, you can create an account by selecting “Sign in or sign up” instead

Important Fee Information Be aware that all online payments made with a debit or credit card will incur a $1.25 municipal online billing fee plus a 2% transaction fee. This might seem annoying but sometimes convenience costs a bit extra!

Phone Payment Option

Don’t like paying online? No problem! You can now make credit card payments over the phone by calling 866-224-6372. They offer both English and Spanish options, which is great for our diverse community.

The same fees apply to phone payments as online payments – $1.25 municipal fee plus 2% transaction fee.

In-Person and Drop Box Options

If you’re like my grandpa who prefers the “old-fashioned way,” the City of Duncan still accepts in-person payments at City Hall. They’ve also got a convenient drop box where you can leave your payment anytime.

City Hall Location:
1600 S Highway 81
Duncan, OK 73533

Hours: Monday through Thursday, 7:00 am to 5:30 pm

The drop box is especially handy if you can’t make it during office hours. Just make sure your account number is clearly marked on your payment!

Setting Up Auto-Pay to Never Miss a Payment Again

I switched to auto-pay last year, and it’s been a game-changer! The City of Duncan offers two auto-pay options:

  1. Due Date Draft: Have your payment automatically drafted on each month’s due date
  2. Date-Select Option: Choose a specific date for your payment to be drafted

To set this up, you’ll need to login to your online account and change your autopay settings. It’s super easy, and you’ll never have to worry about late fees again!

Understanding Your Billing Area and Due Dates

One thing that confused me when I first moved to Duncan was figuring out when my bill was actually due. Turns out, the city is divided into different billing areas, and your due date depends on which area you live in.

How do you know your billing area? Easy! Just look at the first digit of your account number. This tells you which area you’re in and when your payment is due:

  • Area 1: Due around the 5th of each month
  • Area 2: Due around the 10th of each month
  • Area 3: Due around the 15th of each month
  • Area 4: Due around the 20th of each month

The city does allow for a 2-3 day potential allowance for holidays and calendar adjustments, so don’t panic if your due date falls on a weekend or holiday.

You can find detailed billing area maps on the city website: duncanok.gov/222/Area-Billing-Maps

Avoiding Late Fees and Disconnections

Nobody wants to deal with late fees or, worse, service disconnection! Here’s what you need to know:

As of October 2024, the City of Duncan resumed utility service disconnects city-wide on all past due accounts. If your service gets disconnected, you’ll need to pay the full amount of your outstanding bill, plus any penalties and reconnection charges before service can be restored.

Standard late fees also went into effect on January 1, 2025, so paying on time is more important than ever.

What to Do If Your Bill Seems Too High

We’ve all had that moment of shock when opening a utility bill that’s way higher than expected. Before you call to complain, the City of Duncan offers a “Self Energy Audit” tool on their website to help you understand why your bill might be high.

Common reasons for unexpectedly high bills include:

  • Water leaks (check those toilets!)
  • Seasonal changes in energy use
  • Recent rate adjustments
  • Meter reading errors

If you’ve done your own investigating and still have questions, you can contact Customer Service at 580-252-0250 or email them at [email protected].

Setting Up New Service or Transferring Existing Service

Moving to Duncan or just moving across town? Here’s what you’ll need to set up or transfer utility service:

New Customers Need:

  • Completed Application for Utility Service form
  • Two forms of ID (one must be government-issued with a photo)
  • Deposit may be required (call to confirm amount)
  • For renters: Valid lease agreement
  • For homeowners: Proof of ownership or closing documents

Transferring Service:

  • Application for Utility Service form
  • Two forms of ID with your photo
  • A deposit may still be required (call to check)

You’ll need to bring these documents in person to City Hall to get your service set up.

Special Notices and System Maintenance

The city occasionally has planned system maintenance that affects bill payment options. For example, there was a maintenance period in September 2025 when payment systems were offline.

During these maintenance periods, you can still use the drop box at City Hall, but payments won’t be processed until the system is back online. The good news is that the city typically waives late fees for affected billing areas during these times.

No-Fee Payment Options

If you’re like me and hate paying extra fees just to pay your bill, ask about the city’s no-fee payment options. While they don’t advertise these prominently on their website, you can contact the Customer Service office for details.

Some cities offer fee-free options like:

  • Bank draft payments
  • Payment by check via mail
  • In-person cash payments

Waste Connections Services Included

One thing I didn’t realize when I first moved here was that my City of Duncan utility bill includes charges for Waste Connections trash service. If you have questions about trash service, you can contact the city’s Customer Service department, as they handle billing questions for Waste Connections.

For more information on trash services, visit wasteconnections.com.

Where do we get our drinking water?

Duncanville’s drinking water is obtained from surface water sources and has maintained its “Superior” water quality rating. Our surface water supplies are purchased from the City of Dallas. Dallas treats and uses surface water from seven sources: Elm Fork of the Trinity River, and lakes Grapevine, Lewisville, Ray Hubbard, Ray Roberts, Tawakoni, and Fork. Lake Palestine is currently in the process of being connected to Dallas’ system, with an anticipated connection date of 2027.

The City of Duncanville offers the following services for our customers (not all services may be offered at particular locations). Water, sewer, garbage and drainage services will be billed on one statement for your convenience.

Our utility rates are found to be some of the lowest in the metroplex.

Meters are read every 28-34 days (varying due to weekends and holidays). The utility invoices are mailed each Wednesday based on cycle (Cycle 1 is the first Wednesday, Cycle 2 is the second, etc.) and will be due 19 days later.

PAYMENTS UPDATE

The January maintenance and updates for the Citizen Self-Service (CSS) portal include user authentication upgrades. The new features provide clients greater flexibility and customization capabilities when configuring their Authentication approach. Various Multi-Factor Authentication (MFA) methods are included to protect sensitive information and prevent unauthorized access to systems and user data. The email address used for re-registration must match the email address used for the original registration in CSS. This also applies if an end user uses a supported social platform account (e.g., Facebook, Google). Re-registering using a non-matching email address or social platform account that uses a non-matching email address will result in errors that will delay access to CSS.
