Are you tired of forgetting to pay your Chesterfield County water bill until that dreaded red notice arrives? I’ve been there! After moving to Chesterfield last year, I got hit with late fees twice before figuring out the system. That’s why I’m sharing everything I’ve learned about paying your Chesterfield County utility bill efficiently.
Whether you’re in Virginia or South Carolina, this comprehensive guide will walk you through all your payment options, from online portals to kiosks to automatic drafts that’ll save you money.
Understanding Your Chesterfield County Utility Bill
Before diving into payment methods, let’s clarify which utility department you need to deal with, as there are two different Chesterfield County utility providers depending on your location.
- Chesterfield County Utilities Department (Virginia) – Serves residents in Chesterfield County, Virginia
- Chesterfield County Rural Water Co., Inc. (South Carolina) – Serves residents in Chesterfield County, South Carolina
Both have similar names but different processes. so it’s important to know which one handles your service!
For Virginia Residents
If you live in Chesterfield County, Virginia, your water and wastewater bills come bimonthly (every other month) from the Chesterfield County Utilities Department. Bills are due upon receipt, and you have 25 days to pay before the amount becomes delinquent.
For South Carolina Residents
If you’re in South Carolina, Chesterfield County Rural Water Co., Inc. handles your water service, with bills typically due on the 10th of each month.
Chesterfield County, VA Utility Bill Payment Options
Let’s start with Virginia residents. The Chesterfield County Utilities Department offers several convenient ways to pay your bill:
1. Pay Online Through the Customer Portal
This is my personal favorite method! The Chesterfield County Utilities Customer Portal allows you to:
- Make one-time payments without registering
- Register to view account information and bill history
- Set up AutoPay (super convenient!)
- Receive paperless bills (eBills)
To use this service, visit the Chesterfield Utilities Customer Portal. When registering, you’ll need your account/customer number from your bill.
The portal gives you flexibility to pay with electronic checks (eCheck) or credit cards WITHOUT service fees – which is a huge plus compared to many utility companies that charge for card payments!
2. Pay By Phone
If you’re like my mom and prefer speaking to a system rather than navigating websites, you can pay by phone anytime by calling 844-449-7664 and following the system instructions. Technical support for phone payments is available 24/7 at 800-420-1663.
3. Direct Debit/AutoPay
This has been a game-changer for me! After registering in the customer portal you can set up AutoPay to have payments automatically withdrawn based on your choice of payment method and frequency. You can modify your AutoPay settings anytime.
If you have questions about setting this up, call Billing/Customer Service at 804-748-1291, Monday-Friday, 8:30 a.m. to 5 p.m.
4. Payment Kiosks (24/7 Access)
Chesterfield County has several payment kiosks available 24 hours a day that accept cash, credit/debit cards, and checks. These are super convenient if you prefer paying in person but can’t make it during business hours!

Avoiding Late Fees and Service Disconnection
Nobody wants to deal with late fees or having their water shut off. Here’s what you need to know to avoid problems:
For Virginia Residents
- Pay within 25 days of the billing date
- Late penalties: $1.50 or 5% of the unpaid balance (whichever is greater)
- Monthly interest: 1% of the delinquent balance each month it remains unpaid
- Disconnection process:
- You’ll receive a red bill as a reminder if payment isn’t received
- A blue door hanger “courtesy notification” will be delivered about 25 days after the original bill’s due date ($10 fee added)
- If you don’t pay within 10 days after the courtesy notification, service will be disconnected with a $20 disconnection fee
To restore service after disconnection, you must pay the full amount including all fees and penalties.
For South Carolina Residents
For CCRWC customers, bills are typically due by the 10th of the month. To avoid late fees, mail your payment at least 5-7 business days before the due date.
Pro Tips I’ve Learned Along the Way
After dealing with these utilities for a while, here are some insider tips I’ve discovered:
-
Set up AutoPay! It’s seriously the best way to avoid late fees. I set mine up last year and haven’t worried about my water bill since.
-
Register for paperless billing – It’s better for the environment and creates less clutter in your home.
-
Avoid visiting the office near the 10th of the month – These are peak times with long wait lines.
-
Check for leaks if your bill seems high – A running toilet can waste thousands of gallons and cost you big money! The Chesterfield VA Utilities Department has a whole page dedicated to high usage and leak information.
-
Consider the Third Party Notification Program (VA residents) – This free service allows a family member, friend or other designee to receive copies of past-due notices, which is great for helping elderly family members.
-
Take advantage of sign-up bonuses (SC residents) – CCRWC offers a $20 credit for signing up for automatic bank draft and a $25 credit for signing up for e-billing. That’s $45 in free money!
