Comments will be heard at the opening of the public hearing.
In 1991, the Environmental Protection Agency (EPA) published a regulation to control lead and copper in drinking water. This regulation is known as the Lead and Copper Rule (also referred to as the LCR). Since 1991 the LCR has undergone various revisions. The latest Lead and Copper Rule Revision requirement tasks each Waterworks to prepare and maintain an inventory of service line materials by October 16, 2024.
Russell County PSA monitors lead and copper throughout its system by collecting water samples and having them analyzed, with the results reported to the Virginia Department of Healths Office of Drinking Water as well as the customers that participate in the sampling.
Waterworks across the country have been tasked to create an inventory of service line materials for every customer, which is a large and daunting task. In an attempt to cut costs and keep them from being passed on to customers, many Waterworks are asking customers to fill out a simple form (under Forms & Reports Tab) that will make the inventory creation faster, less costly, and more efficient.

Important Update Reguarding Past Due Accounts
The Russell County Public Service Authority (PSA) would like to inform all customers that, effective immediately, we have entered into an agreement with a collection agnecy to manage past due accounts.
- Once an account is transferred to the collection agency, the PSA is no longer able to accept payments on that account. A minimum of 20% will be added by the collction agency to the outstanding balance.
- Accounts that are disconnected will automatically be sent to collections 90 days after disconnection unless prior arrangements are made with PSA.
- After an account is transferred to collections, the PSA will no longer be able to assist with resolving or managing the account.
We encourage all customers with past due accounts to contact us as soon as possible to avoid further action.
