Are you strugglin’ to figure out how to pay your Hazleton City Authority water bill? Don’t worry – we’ve got you covered with all the payment options available in 2025! As someone who’s lived in the Hazleton area for years I’ve used pretty much every payment method they offer, and I’m happy to share what I’ve learned.
What is the Hazleton City Authority?
Before diving into payment options, let’s understand what the Hazleton City Authority (HCA) actually does. The HCA operates water projects and facilities, providing safe clean drinking water to customers across 14 municipalities in 3 counties. They’re located at 400 East Arthur Gardner Parkway in Hazleton, PA and are open Monday through Friday from 9:00 AM until 4:15 PM.
The HCA also handles trash and recycling services for Hazleton residents – which explains why you might see both services on your bill,
Current HCA Bill Payment Options
The Hazleton City Authority has modernized their payment systems in recent years. Since June 1, 2021, they’ve transitioned online payments to Smart Bill, offering several convenient ways to pay:
Online Payment Portal
The easiest way to pay your HCA bill is through their online portal
- Visit hcawater.smartpayworks.com
- Log in with your email and password
- Follow the prompts to make your payment
If you haven’t registered yet, you’ll need to click “Register” first to create your account.
Don’t want to log in? No problem! They also offer a “Pay Now” option where you can enter your information exactly as it appears on your bill without creating an account.
Pay By Phone
Not comfortable with online payments? The HCA offers a pay-by-phone service at 570-456-1173.
Important: This is the ONLY phone number that accepts payments – don’t try calling their main office to pay bills.
Traditional Payment Methods
For those who prefer more traditional methods, you can still:
- Mail checks to the address on your bill
- Drop off checks or money orders at the HCA Admin Building lock box (no cash)
- Make cash or check payments at Fidelity Banks
Automatic Payment Options
The HCA also offers two automatic payment options:
- Auto Credit Card Payments: Set up through the Smart Bill customer portal
- Automatic Bank Draft: Download the form from their website and submit it
Recent Updates for 2025
There have been some important updates this year that might affect your bill:

Water Rate Increase: On December 7, 2023, the HCA Board approved a 12% water rate increase that took effect on January 1, 2024. This was the first rate increase since 2011.

Trash & Recycling Fee Increase: The City of Hazleton trash and recycling fee increased to $35.50 per month for all residents. The HCA notes that while they regret the increase, the next lowest hauler contract bid was twice as expensive.

How to Monitor Your Water Usage
One cool feature the HCA offers is the ability to monitor your daily water consumption through an app. This can help you:

Common Bill Payment Questions
Q: Is there a fee for using credit cards or online payments?
A: Yes, fees apply for credit card payments, online check payments, pay-by-phone, and auto credit card payments. The exact fees aren’t specified on their website.
Q: What should I bring if I’m paying in person?
A: Make sure to bring a copy of your bill! The HCA specifically requires you to provide your account number when making in-person payments.
Q: Can I pay my bill in cash?

The HCA has issued a Drought Phase-1 Notice. You can find drought information and water conservation tips on their website.
Contact Information Update Request
The HCA is asking customers to update their contact information so they can be notified of emergencies, leaks, or service disruptions. You can opt in to receive text message notifications (standard rates apply).
Lead and Copper Determination Program
The HCA is working to identify homes with lead pipes in compliance with DEP mandates. If you received a letter about this program, they request that you:
- Email them at [email protected], or
- Call 570-454-2401

Upcoming Events
The HCA Board of Directors regularly holds meetings that are open to the public. These meetings can be attended in person or via Zoom.
Important Update: The meeting scheduled for November 11th, 2025 has been CANCELED due to lack of quorum.
Emergency Reporting
If you need to report a water emergency, call 570-454-2401. The HCA also notes that during municipal street cleaning, customers may experience dirty water. If this happens:
- Run your water for a few minutes to help clear the problem
- Repeat as needed to resolve discoloration
A Personal Note on HCA Bill Payments
I’ve been payin’ HCA bills for years now, and I gotta say the Smart Bill system has made life way easier. Before they introduced that, I was always making trips to the office or mailing checks – which sometimes meant late payments when I forgot!
Now I just have it set up on auto-pay with my credit card, and I don’t even think about it. I also like the EyeOnWater app – it caught a toilet leak last year that would’ve cost me hundreds if it had gone unnoticed for months.

NOTICE OF WATER RATE INCREASE
On 12-07-2023, at the Hazleton City Authority Board meeting, a resolution was passed to increase all water rates by 12%. The last time water rates were raised was back in 2011. Unfortunately, increased expense costs across the board, along with increases in improvement projects, now require the rate adjustment. The water rate increase will take effect on January 01, 2024.
