2. One-Time Payments

Don’t want to create an account? No problem! RPU offers one-time payment options where you can pay without logging in or creating an account. You’ll need your account number and some basic information.

3. Pay with the 311 App

This is probably my favorite method! The City of Riverside’s 311 mobile app allows you to pay your utility bill quickly using just your Account Number and Street Address Number.

To use this method:

  • Download the 311 app
  • Navigate to the utility payment section
  • Enter your account details
  • Complete your payment

4. Pay by Phone

  • It takes about 6-8 weeks to activate your account in the program
  • The check writer must be listed as a responsible party on the RPU account
  • You can set a maximum payment level (minimum $25)
  • You can drop out anytime

Level Pay Plan

Note: RPU Level Pay Plan enrollment is currently on hold until further notice.

When available, this plan helps you even out your utility payments throughout the year instead of having higher bills in summer and lower bills in winter.

RPU calculates a set amount based on your past usage, and you pay that same amount each month for a year. At the end of 12 months, you’ll receive a settlement bill reflecting any difference between what you paid and your actual usage.
