The Ashland Community Choice Power Supply Program is a municipal aggregation program. According to Massachusetts law (M.G.L. c. 164, § 134), municipal aggregation enables local government to combine the purchasing power of its residents and businesses so that it can provide them with an alternative electricity supply. Once in place, the local government can monitor and set its own energy related goals for the program such as savings, stability or green options. Consumers are no longer “stuck” with the cost and fluctuation of the utility’s Basic Service rates because the program offers them another option.
This Program only affects the supply portion of your monthly bill. It will not affect the delivery portion. Eversource will continue to deliver your electricity but Ashland, using a competitive bid process, has chosen the supplier for the Program.
The Town of Ashland is pleased to announce that Dynegy Energy Services, of Dallas,TX, has been selected as the supplier for its Program.
(If you are already participating in the Program but would like to switch to a different rate/product. Please process an OPT-IN form.)
Are you tired of rushing to town hall before it closes just to pay your bills? Maybe you’ve forgotten about that water bill until the late notice arrived? Well, I’ve been there too, and that’s why I’m excited to share everything you need to know about Ashland MA’s online bill pay system.
As a resident of Ashland for over 7 years, I’ve seen the town’s payment systems evolve, and trust me, the current online options have made life so much easier! No more paper checks or making special trips downtown. Let me show you how to handle all your Ashland MA bill payments from the comfort of your couch.
What Bills Can You Pay Online in Ashland?
The town of Ashland offers convenient online payment options for numerous municipal bills through their City Hall Systems service. Here’s what you can pay online:
- Motor Vehicle Excise taxes (with some exceptions)
- Personal Property taxes
- Real Estate taxes
- Rubbish/Trash fees
- Water/Sewer bills
It’s important to note that certain Motor Vehicle Excise bills work differently. If your bill was issued via Warrant or marked at the RMV for non-renewal, these will come from Kelley & Ryan (the Deputy Tax Collector) and must be paid through TownPay.com instead of the regular City Hall Systems service.
How to Pay Your Ashland Bills Online
The process is fairly simple, but there are a few things to keep in mind:
-
Have your printed bill handy – This is absolutely required for security purposes! If you’ve misplaced your bill, you’ll need to contact the Treasurer/Collector’s Office before proceeding.
-
Visit the official Ashland online payment portal – You can access this through the town’s official website at ashlandmass,com/223/Online-Bill-Pay
-
Select your bill type – Choose from the options listed (Real Estate, Excise Tax, Personal Property, Water & Sewer, etc)
-
Enter your bill information – You’ll need the details from your printed bill
-
Choose your payment method – The system accepts several forms of payment (more on that below)
-
Complete your transaction – Follow the prompts to submit your payment
Accepted Payment Methods
Ashland’s online bill pay system offers several payment options:
- ACH/DEBIT – Direct payments from your checking or savings account
- Credit Cards – Including American Express, Visa, and MasterCard
Important to note: if you use a credit card, be prepared for additional convenience fees! These fees don’t go to the town – they’re charged by the payment processor. I’ve found that using ACH/DEBIT is usually the most cost-effective option.
If you prefer to use your own bank’s bill pay system instead, that’s fine too! Just make sure you schedule your payment 7-10 business days before the due date. Also, update your reference information with the Year, Tax Type/Plate Number and Bill Number (for example: “2024, MVE/Plate#, Bill#”) to ensure proper application of your payment.

Beyond Bill Payments: Other Online Services
Did you know Ashland’s online services extend beyond just bill payments? You can also purchase vital certificates (birth, death, and marriage certificates) through the City Hall Systems online portal. This has been super helpful for me when I needed copies of documents for passport applications!
Why I Love Ashland’s Online Bill Pay System
When I first moved to Ashland, I was still writing checks for everything. What a hassle! Now, I’ve set calendar reminders for all my quarterly and annual bills, and I can pay them all online in minutes. No more late fees because I forgot to mail a check!
The best part is the convenience. Town Hall is only open Monday through Thursday (8 am to 3:30 pm, with extended hours until 7 pm on Wednesdays), and they’re closed completely on Fridays. With online bill pay, I can handle my town expenses anytime, anywhere – even at 11 pm on a Sunday in my pajamas!
Common Questions About Ashland MA Online Bill Pay
What if I don’t have my bill with me?
You’ll need to contact the Treasurer/Collector’s Office. They can provide you with the necessary information to complete your online payment.
Are there fees associated with online payments?
Yes, there are convenience fees for credit card transactions. ACH/DEBIT payments typically have lower or no additional fees. The exact fee structure will be displayed before you complete your transaction.
Is it secure to pay bills online through Ashland’s system?
Absolutely! The town uses City Hall Systems, which employs industry-standard encryption and security protocols to protect your personal and financial information. I’ve been using it for years without any issues.
What’s the difference between City Hall Systems and TownPay.com?
Most Ashland bills are paid through City Hall Systems. However, specific Motor Vehicle Excise bills (those issued via Warrant or marked for non-renewal at the RMV) must be paid through TownPay.com instead. These are handled by the Deputy Tax Collector, Kelley & Ryan.
Recent Updates to Ashland’s Payment Systems
It’s worth noting that Ashland continually improves its online services. A recent update is the Tax Title Reform (Chapter 140 of the Acts of 2024), which went into effect on November 1, 2024. This reform impacts how certain tax-related matters are handled, potentially affecting some online payments.
Additionally, Ashland has introduced an “Ashland Goes Green” online payment option, encouraging residents to reduce paper usage by managing their bills electronically. This aligns with the town’s broader sustainability initiatives that I’ve noticed over the past few years.
Tips for Managing Your Ashland Bills Effectively
From my experience living in Ashland, here are some tips that have helped me stay on top of my town bills:
-
Create calendar reminders – Set up quarterly reminders for regular bills like water/sewer and trash
-
Keep digital copies of paid receipts – Take screenshots or save the confirmation emails when you pay online
-
Check for unclaimed checks – Occasionally, the town may owe you money! Ashland maintains an Unclaimed Check Listing that you can review online
-
Update your references when moving – If you move within Ashland, make sure all your bill information gets updated properly
-
Schedule payments in advance – Many bills are predictable, so set up payments a few days early to avoid last-minute hassles

- Search property information
- Apply for job opportunities
I’ve found the property search particularly useful when researching comparable home values in my neighborhood!
