Easy Ways to Pay Your ICMSA Bill: Complete Guide for 2025

Post date |

Are you tired of scrambling to pay your water bill at the last minute? I’ve been there too! As someone who’s dealt with Indiana County Municipal Service Authority (ICMSA) bills for years, I wanted to share all the payment options available to make your life easier.

What is ICMSA?

ICMSA stands for Indiana County Municipal Service Authority, which provides water and wastewater services to residents in Indiana County, Pennsylvania They offer several convenient ways to pay your monthly bill, and I’ll walk you through each option

Online Payment Options

The easiest and most convenient way to pay your ICMSA bill is online, Here’s how

Direct Online Payment

ICMSA offers a direct online payment system through their website:

  1. Visit ICMSA’s online payment portal
  2. You can either:
    • Log in with your username and password
    • Register for an account if you’re a first-time user
    • Select “Pay Bill Without Logging In” for a quick one-time payment

When you register for an account, you’ll get access to:

  • View and pay bills
  • Manage notifications
  • Check your usage history
  • Review billing history

Service Fees: There’s a $2.50 service fee for payments of $85.00 or less. For payments over $85.01, the fee is 2.95% of the transaction amount when using debit/credit cards.

Automatic Bill Payment (ACH)

This is my personal favorite method! ICMSA now offers an Automatic Bill Payment service with no fees:

  • You’ll still receive your paper bill each month
  • Your payment is automatically deducted on the due date
  • No service fees (unlike other payment methods)

To enroll:

  1. Download the “Authorization Agreement for Origination of ACH Entries” form
  2. Attach a voided blank check
  3. Return the completed form to: ICMSA, 602 Kolter Drive, Indiana, PA 15701

Once set up, your bill will include a message stating when the balance will be deducted from your account.

Phone Payments

If you prefer to pay by phone, ICMSA accepts debit/credit card payments during normal business hours.

Phone Number: 724-349-6640

Service Fees: Same as online payments – $2.50 for payments of $85.00 and under, and 2.95% of the transaction amount for payments of $85.01 and higher.

In-Person Payment Options

During Business Hours

You can pay in person at the ICMSA office:

Address: 602 Kolter Dr, Indiana PA 15701

Office Hours:

  • Monday to Thursday: 8:00am to 4:00pm (Lobby closes at 3:45pm)
  • Friday: 8:00am to 4:00pm (Lobby closes at 1:30pm)

Payment Methods Accepted:

  • Cash
  • Personal checks
  • Money orders
  • Debit/credit cards (service fees apply)

After Hours Drop Box

Can’t make it during business hours? No problem! ICMSA has a locked drop box located to the right of their front door.

Important Tips:

  • Don’t put cash in the drop box
  • Include your name, address, and account number with your payment
  • This ensures your payment gets applied to the correct account

Important Notes About Online Bill Pay

There’s a big difference between paying through ICMSA’s website and using other online bill payment services:

  1. ICMSA Website Payments (Municipay): Your payment posts to your ICMSA account the next business day.

  2. Other Online Bill Pay Services (like your bank): These services send paper checks to ICMSA, which can take 7-10 days or longer to process. These aren’t automatic transfers!

Why I Recommend Automatic Bill Pay

After trying all the different payment methods, I’ve found that enrolling in ICMSA’s Automatic Bill Payment service is the best option because:

  • It’s completely free (no service fees)
  • You never miss a payment due date
  • You still receive paper bills to track your usage
  • It saves time and hassle every month

What Happens in Case of Emergency?

If you experience a water emergency, ICMSA has an emergency contact number:
Emergency Line: 724-349-6640

Final Thoughts

Paying your ICMSA bill doesn’t have to be complicated! Whether you prefer the convenience of online payments, the personal touch of paying in person, or the “set it and forget it” approach of automatic payments, there’s an option that will work for your lifestyle.

I personally switched to automatic payments last year and haven’t looked back. It’s one less bill I need to remember each month, and I never pay late fees anymore!
