We are proposing to build a new 230 kilovolt (kV) substation next to our existing Peninsula Substation in the City of Hampton, Virginia. Langley Substation will be on approximately 1.9 acres, about 400 feet west of our Peninsula Substation, and within the existing 350-foot wide right of way. The new substation will look similar to Peninsula Substation.
As part of this project, we need to rebuild short portions (0.1 to 0.4 miles) of the existing 115 kV and 230 kV electric transmission lines southeast of the intersection of Neil Armstrong Parkway and Commander Shepard Boulevard. This will accommodate the new substation footprint. The new transmission line structures will be weathering steel monopole and three-pole structures similar in appearance and height to the original wooden poles.

Before you can start paying bills, you’ll need to add your billers to the system. Here’s the step-by-step process:
- Log in to Online Banking
- Locate the “Add New Billers” tile
- Choose how to add a biller:
- Add manually
- Browse Langley’s list of common billers

Pro tip Have recent copies of your bills handy when setting up. You’ll need to verify or enter each biller’s name, address, and your account number with them
After entering the required information, simply select “Add/Save” and your biller will be added to your account Now you’re ready to start making payments!
Scheduling Payments
One of the best features of Langley bill pay is the flexibility it offers for scheduling payments. You can set up:
- One-time payments for those occasional bills
- Recurring payments for regular monthly expenses
- Future-dated payments when you want to plan ahead
When scheduling a payment, you’ll see two important dates:
- Send Date – the date you want the payment to be sent
- Estimated Delivery Date – when your biller is expected to receive the payment
The delivery date depends on your chosen send date and whether your biller accepts electronic or check payments.
Understanding Payment Methods
Langley bill pay uses two methods to deliver your payments:
Electronic Payments
These are indicated by a lightning bolt icon and are processed digitally. With electronic payments:
- Money is deducted from your account on the Send Date
- Funds must be available by 5:00 pm on the Send Date
- Payments typically reach billers more quickly
Check Payments
These are indicated by an envelope icon and involve a physical check being mailed. With check payments:
- A check is mailed to your biller on the Send Date
- Money is deducted from your account when the biller cashes or deposits the check
- Allow extra time for delivery and processing
Langley’s system automatically shows you which payment method will be used for each biller, making it easier to plan your payment schedule.
Accessing Bill Pay On The Go
We’re all busy people, so having access to bill pay on the go is essential! Langley has made this super convenient by offering bill pay through:
