As a resident in the Lower Rio Grande area, I’ve tried all the different ways to pay my water bill, and I’m excited to share what I’ve learned to make your life easier.
The Lower Rio Grande Public Water Works Authority (LRGPWWA) offers multiple convenient payment options that can save you time, money and stress. Whether you prefer paying online in person, or automatically, there’s a solution that fits your lifestyle.
Understanding Your LRGPWWA Billing Cycle
Before diving into payment methods, it’s important to understand when your bill is due to avoid those pesky late fees. The LRGPWWA billing cycle works like this
- Billing Date: 1st of the month
- Due Date: 25th of the month
- Late Penalty: Applied at 3 p.m. on the 25th of the month (15% of overdue amount)
- Delinquency Deadline: 3 p.m. on the 15th of the next month ($50 delinquency fee)
Important Note Payments received after 3 00 p.m. will be posted to your account the following day. Keep this in mind when trying to beat deadlines!
7 Ways to Pay Your Lower Rio Grande Water Bill
1. Pay Online Through the Official Website
The most convenient option for busy folks is paying online through the official LRGPWWA payment portal.

- You can create an account to manage multiple bills or use the “Quick Pay” option
- For Quick Pay, you’ll need your account number and last payment amount
- A small fee of $1.25 applies per transaction
Pro Tip: When you set up an account, you can view your bill history, manage multiple accounts, and even sign up for e-billing to receive your bills electronically.
As of May 2020, the system automatically sends “New Balance” and “Past Due” email notifications if you have an email address on file. This feature has saved me from forgetting my payment date multiple times!
2. Pay by Text
This newer option is super handy for those of us who always have our phones nearby.
How to Set Up Pay by Text:
- First make at least one successful payment through the automated phone system
- After that, you can enroll in the Pay by Text service
- You’ll receive text notifications when bills are due
- Pay directly by responding to the text
The convenience of paying with just a few taps can’t be beat, especially when I’m traveling and might forget about my bill otherwise.
3. Pay by Phone
No internet? No problem! LRGPWWA offers an automated phone payment system.
How to Pay by Phone:
- Call 1-888-565-3141
- Follow the automated prompts
- Have your account number ready
- A $1.25 fee applies per transaction
Important Note: If your address contains a space number or letter (like “1210-A Main St.”), call the LRGPWWA office at 575-233-5742 first to set up your account for phone payments.
4. Pay in Person at LRGPWWA Offices
For those who prefer face-to-face service or need to pay in cash, you can visit any LRGPWWA office during business hours.

- Hours: Monday-Friday 8:00 a.m. to 5:00 p.m.
Additional Office Locations:
- Mesquite Office: 215 Bryant Street, Mesquite, NM 88048
- East Mesa Office: 9774 Butterfield Blvd., Butterfield Park, NM 88011 (Wednesdays only, 10:00 a.m. – 3:00 p.m.)
- Rincon Office: 2227 Rincon Road, Rincon, NM 87940 (Tuesday and Thursday, 10:00 a.m. to 3:00 p.m.)
The Mesquite office accepts credit card payments (Visa, Mastercard & Discover) with a $2.00 convenience fee per transaction.
5. Use Payment Drop Boxes
If you can’t make it during office hours but happen to be in the area, payment drop boxes are available at all LRGPWWA office locations.
Drop Box Details:
- Accept checks and money orders only (NO CASH!)
- Boxes are checked daily before 2:00 p.m.
- Payments are processed in time to meet the 3:00 p.m. deadline
I’ve used the drop boxes many times when I couldn’t make it during regular business hours, and my payments have always been processed promptly.
6. Pay by Mail
Good old-fashioned mail is still an option for paying your water bill.

CAUTION: If you pay through your bank’s website, they’ll mail a physical check to LRGPWWA. You need to schedule these payments several days in advance to ensure they arrive on time. Don’t be fooled by the “payment date” your bank shows – that’s just when they’ll mail the check!
Avoiding Common Payment Pitfalls
Watch Out for Third-Party Payment Companies!
The LRGPWWA specifically warns against using third-party payment services. These companies:
- Are NOT affiliated with LRGPWWA
- May charge extra fees
- Send payments by mail that might arrive late
- Could result in late payment penalties on your account
I made this mistake once and ended up with late fees because the payment didn’t arrive in time. Stick with the official payment methods!
Low-Income Household Assistance Program
If you’re struggling to pay your water bill, there’s help available. The LRGPWWA participates in a Low-Income Household Water/Wastewater Bill Assistance Program administered by the New Mexico Human Services Department Income Support Division.
