The Service is available only in areas in which the Company provides service at the rates listed in Section 4, through subscription to any of the domestic message telecommunication service offerings available from the Company. Services may have varying rate levels and billing increments as noted in each service rate description. Each of these offerings are subject to restrictions indicated.

During the following officially recognized holidays, Evenings Rates will be applicable during all hours, except for hours when a lower rate (i.e., Night/Weekend) is ap­plicable.

* When this holiday falls on a Sunday, the Holiday calling rate applies to calls placed on the following Monday. When this holiday falls on a Saturday, the Holiday calling rate applies to calls placed on the preceding Friday.

Scott County Telephone Cooperative (SCRTC) offers several convenient ways to pay your bills, and I’m gonna break them all down for you!

Important Update for One-Time Payments

Before diving into all the payment options, there’s a crucial update you should know about. SCRTC has recently enhanced their security measures for one-time payments.

Effective July 14, 2025, at 5:00 PM EST, one-time payments will no longer require your Account Number and ZIP Code. Instead, you’ll need to provide:

  • Your Account Number
  • The Security Code found on your billing statement

This change affects

  • Over-the-phone payments (including automated systems)
  • Payments made with Customer Service Representatives
  • In-person payments
  • Online one-time payments

The Security Code is located on the bottom right corner of the first page of your monthly bill. If it’s not explicitly labeled, look for the number under the Due Date.

Note This change doesn’t affect customers with registered online accounts or those enrolled in autopay

Online Payment Options: Pay Anytime, Anywhere

The easiest way to pay your SCRTC bill is through their online payment portal. You can do this 24/7 from your computer or smartphone. Here’s how to access the right portal based on your account number:

When using these portals, you can pay with:

  • Credit cards
  • Debit cards
  • Checking accounts

Pro Tip: Debit or credit card payments are accepted for balances/transactions under $500.00. For larger amounts, you might need to use a checking account or another payment method.

First-time users: When signing up to use the payment portal for the first time, you’ll need the Account Number from your bill.

Important: You don’t need to enter the first leading 0 (zero) of your account number when paying online!

Pay by Phone: Quick and Hassle-Free

If you prefer to pay by phone, SCRTC offers an interactive phone payment system that’s available 24/7. It’s completely free for all customers.

For SCTC Bills (Account Numbers beginning with 0464)

Call 1-833-735-2241 and follow the prompts.

For PVEC Fiber Bills (Account Numbers beginning with 0474)

Call 1-833-735-2242 and follow the prompts.

When calling, make sure to have your:

  • Account Number
  • Security Code (from your bill)

Just like with online payments, you don’t need to enter the first leading 0 (zero) of your account number when using the phone system!

Set Up Automatic Payments: Never Miss a Bill Again

This is honestly my favorite method! I’ve been using automatic payments for the past two years, and I’ve never had to worry about late fees since. You can set up automatic monthly payments in two ways:

  1. Call SCRTC’s business office at 276-452-9119 or 877-511-0808
  2. Sign up through their online payment portal at https://scrtc.smarthub.coop/Login.html

Automatic payments can be set up using:

  • Credit cards
  • Checking accounts (ACH)

Note: When setting up automatic checking/ACH payments, you must submit a signed voided check.

My Personal Experience with SCRTC Bill Pay

When I first became an SCRTC customer, I used to mail in my payments. This was ok, but sometimes I’d forget and have to rush to get it in the mail. Then I tried the phone payment system, which was definitely more convenient.

But honestly, the best decision I made was signing up for autopay through their online portal. Now I never worry about due dates or late fees! The payment just comes out of my account automatically each month, and I get an email confirmation when it’s processed.

The online portal is also great because I can check my usage, see past bills, and even update my contact info if needed. If your hesitating about creating an online account, I’d say definitely go for it – it makes everything so much simpler!

8            Special Pricing Arrangements

Customized Service packages and competitive pricing arrangements at negotiated rates may be furnished on a case-by-case basis in response to requests by Customers for proposals or for competitive bids. Special Pricing Arrangements offered under this Guidebook will be provided to the Customer pursuant to contract. Unless otherwise specified, the regulations for such arrangements are in addition to the applicable regulations and prices in other sections of the Guidebook. Specialized rates or charges will be made available to similarly situated Customers on a non-discriminatory basis. Such contracts will be filed with the Commission for approval if required by applicable rule or regulation.

All rates and charges quoted in this Guidebook provide for the furnishing of a Service when suitable facilities are available or where the construction of the necessary facilities does not involve unusual costs. When the revenue to be derived from the Service does not warrant the Company assuming the unusual costs of providing the necessary construction, the Customer may be required to pay all or a portion of such costs and to contract for the service for a sufficient period to warrant the construction, depending upon the circumstances in each case. The Company’s charges for such special construction shall follow the same guidelines for establishing charges for Special Services as described in Section 2.8 of this Guidebook.

1            Application of Guidebook

(A) This guidebook contains the regulations and rates applicable to the provision of Message Telecommunications Service, hereinafter referred to as “Service”, by South Central Long Distance, hereafter referred to as the “Company”, within the State of Kentucky. Service is furnished subject to the availability of facilities and subject to transmission, atmospheric and like conditions.

(B) The provision of such Service by the Company as set forth in this Guidebook does not constitute a joint undertaking with the Customer for the furnishing of any Service.

Certain terms used throughout this Guidebook are defined as follows:

A sequence of numbers that, when dialed, connect the caller to the Provider or Operator Services associated with that sequence.

An arrangement that connects the customer’s telephone with a Company-designated switching center or point of presence.

Any person that, in the ordinary course of its operations, makes telephones available to the public or to transient users of its premises, for Intrastate telephone calls using a Provider of Operator Services.

(D) Application for Service

A standard order form which includes all pertinent billing, technical, and other descriptive information which will enable the Company to provide the Service as required.

A numerical code, one or more of which may be assigned to a Customer to enable the Company to identify the origin of the user or individual users or groups of users on one account so that the Company may rate and bill the call.

A person, firm, corporation, or any other entity authorized by the Customer to utilize the Company’s service.

The person or entity responsible for payment of the Company’s service for an Operator Assisted Call, as follows:

  • in the case of a Room Charge call, the Subscriber;
  • in the case of a Travel Card or Credit Card call, the holder of the Travel Card or credit card used by the consumer; and
  • in the case of a Collect or Third Party call, the person responsible for the local telephone service at the telephone number that agrees to accept charges for the call.

An end user customer of the Company is classified as a business customer if the customer’s local access line is purchased as a business service from the customer’s local exchange carrier.

(I) Calling / Travel Card

A billing service whereby the customer may access Company services and charge the cost of those services via a Company-issued calling or travel card.

The transfer of a telephone call from one provider of operator services to another such provider in such a manner that the subsequent provider is unable or unwilling to determine the location of the origination of the call and, because of such inability or unwillingness, is prevented from billing the call on the basis of such location.

The Public Service Commission of Kentucky.

A company or entity providing telecommunications services to the public.

South Central Long Distance, unless the context indicates otherwise.

A person initiating any intrastate telephone call using Operator Services.

Any individual, partnership, association, trust, corporation, cooperative or governmental agency or other entity which utilizes the Services provided by the Company on a subscription basis. A Cus­tomer, as set forth herein, is responsible for the payment of charges and for compliance with all applicable terms of the Company’s Guidebook.

(P) Customer Dialed Travel or Calling Card Call

A Travel or Calling Card Call which is dialed by the Customer and may or may not require intervention by an attended operator position to complete.

(Q) Customer Provided Equipment

Terminal Equipment or facilities provided by per­sons other than the Company and connected to the Company’s Services and/or facilities.

An arrangement whereby a Customer uses the public switched network facilities of a local exchange telephone company to access the terminal of the Company.

(S) Domestic Message Telecommunications Service (MTS)

The term “Domestic Message Telecommunications Service” denotes the furnishing of station-to-station direct dial intrastate switched network services to the Customer for the completion of long distance voice and dial up low speed data transmissions over voice grade channel from the Company’s Points of Presence to points within the State of Kentucky as specified herein.

(V) Local Exchange Carrier (LEC)

A telephone company which furnishes local exchange services.

(W) Measured Usage Charge or Measured Charge

A charge assessed on a per‑minute basis in calculating all or a portion of the charges due for a completed call over the Company’s facilities. When used in reference to Operator Services, the term refers to a charge assessed for a completed Operator Assisted Call.

(X) Other Common Carrier

The term “Other Common Carrier” denotes a common carrier, other than the Company, providing domestic or international communications service to the public.

The space designated by a Customer as its place or places of business for provision of Service or for its own communications needs.

(Z) Presubscribed Provider of Operator Services

The Provider of Operator Services to which the Consumer is connected when the Consumer places a call using a Provider of Operator Services without dialing an access code.

(AA) Provider of Operator Services

Any common carrier that provides operator Services or any other person determined by the Public Service Commission of Kentucky to be providing Operator Services.

An end user customer of the Company is classified as a residential customer if the customer’s local access line is purchased as a residential service from the customer’s local exchange carrier.

The offerings by the Company to the Customer under this Guidebook.

A surcharge imposed by the Subscriber, to be paid by the consumer, for the use of Subscriber’s telephone instruments, and other facilities in obtaining access to the Company’s services.

The transmission of voice communications or, subject to the transmission capabilities of the service, the transmission of data, facsimile, signaling, metering, or any other form of intelligence.

Access to telephone numbers dialed on a 7, 10 or 1+ basis in which the calling party receives no Company-assessed toll or usage charges for the set-up and completion of the call to the called number on a “toll-free” basis.

(AH) Universal Service Fund (“USF”)

A federally mandated fund intended to provide financial support to schools and libraries, rural health care, high cost service areas and low income customers. All providers of telecommunications services contribute to the fund based on a percentage of end user revenues billed.
