The sewer use charge depends on your actual water consumption as reported by Illinois American Water Company, The village assumes that the water you use eventually goes down the drain and into the public sewer system

- Present reading: 548 units (100 cubic feet each)
- Previous reading: 529 units
- Consumption: 19 units (1,900 cubic feet)
- Sewer use charge: 19 × $2.68 = $50.92
- Basic charge: $26.82
- Total bill: $77.74

There’s also a 24-hour night drop located in the parking lot if you can’t make it during business hours.
2. Online Payments via Payment Services Network (PSN)
This is my personal favorite method since I can pay from the comfort of my couch! The village uses Payment Services Network (PSN) for online payments. You can pay online through:
- E-check
- Credit card
- Debit card

3. Phone Payments
If you prefer to talk to a real person or use an automated system, call PSN at 1-877-885-7968 to make a payment over the phone.
4. Automatic Withdrawal (My Secret Weapon!)
This is honestly the best option if you’re forgetful like me! You can set up automatic withdrawals from your checking account on the due date. To do this:
- Fill out an Electronic Sewer Payment form
- Attach a voided check
- Mail or drop off the forms at the Government Center
I’ve been using this method for two years, and it’s so nice to never worry about late fees again!
Important Fee Information You Should Know
One thing to be aware of – starting December 1, 2016, the Village of Swansea began passing credit card fees on to users. Previously, the village absorbed these costs, which had grown to over $27,000 annually! Now:
- Online check payments: $1.00 flat fee per check
- Credit/debit card payments (online or in-person): 3.00% of the transaction amount, plus $0.50 for transactions less than $100
Remember, the Village doesn’t receive any of these fees – they go to the payment processing company. But this change allowed the Village to free up $27,000 for other budget needs.

For property owners who want tenants billed directly, you must fill out an Owner Liability Form. This can save a lot of hassle with tracking down payments from tenants!
Summer Adjustment – A Hidden Gem!
This is something many residents don’t know about! Swansea offers a summer adjustment around September for residents who water their lawns more during summer months. Keep an eye on the Swansea Report around September for the form. You can submit it to the Sewer Billing Department at 1444 Boul Avenue.
Note: Forms aren’t accepted until September 1st, and the adjustment period has time limitations.
