- Select Add an Account and enter your account number exactly as it appears on your bill (including dashes)
- Enter your last payment amount (if it’s your first bill, enter your connection fee – either $15.00 or $20.00)
Once your account is set up you can
- Pay your bill immediately
- Schedule a future payment
- Set up Auto Pay for recurring monthly payments
I personally love the Auto Pay feature because I never have to worry about forgetting a payment!

This FREE program prevents drastic fluctuations in your monthly bills by calculating a rolling average of your previous 12 months of usage. Each month, your bill is the average of the previous 11 months plus the current month. This means your bill amount will change slightly from month to month, but you won’t see those scary summer or winter spikes.
Levelized Billing Eligibility:
To qualify for this program, you must:
- Be a customer for at least 12 months at the same location
- Have a zero balance when enrolling
- Maintain good payment history (no returned checks or disconnects for non-payment)
- Have no more than two late payments in the last twelve months
If you fail to maintain good payment history, you might be removed from the program. But trust me, it’s worth staying on top of your payments to keep this benefit!

New Hours Effective June 2:
To better serve residents and improve accessibility to the public, beginning on June 2, 2025, Troy City Hall will generally be open to the public during the following hours:
- Monday – Thursday: 7:30 a.m. to 5:30 p.m.
- Friday: 7:30 a.m. to 12 p.m.
- Closed Saturday and Sunday
The City of Troy Billing & Collection Department is primarily responsible for the Customer Service side of the city utilities. As a new resident, you would come to our office, located on the first floor of City Hall, to sign up for water, sewer, refuse & recycling service. We are responsible for generating the bills, as well as then accepting and processing your payment for the services provided.
Additionally, the department administers the billing and collection for other city services, including but not limited to, bulk water usage, storm water assessments, zoning related assessments for weed mowing and nuisance trash removal. This department also receives payment of our Hotel Motel (Transient Occupancy) Tax.
The links on the left will also give you more information about what you should do before you fill a swimming pool or establish a new lawn. You will find detailed information about signing up for service, find our water & sewer rates, and learn about your options for payment.
You can view your bill online before you receive it in the mail. You need to register your account using your account number and service address exactly as they appear on your bill. Once registration is complete, you will be able to check your current bill as well as past bills. Click here to register or log in to pay your bill online.

Pay Online by Credit/Debit Card or ACH
Our online payment portal will now allow you to pay your bill by credit, debit card or bank transfers from your checking or savings account. Any credit card is accepted; Master Card, Visa, Discover or American Express. A processing fee of 2.60% will apply for each credit card transaction; ACH bank transfers will be assessed a $1.25 flat fee per transaction. This is charged by our third-party provider to process the transactions.
