After moving to SLO last year, I spent way too much time trying to understand the different payment systems. That’s why I decided to put together this complete guide to paying your SLO water bill – whether you live in the City of San Luis Obispo or in county areas like Shandon, Cayucos, or Santa Margarita.

City of SLO vs. County Water Service: Know the Difference!

First things first – there’s a BIG difference between City of San Luis Obispo water service and San Luis Obispo County water service. They have completely separate billing systems payment portals, and contact information!

  • City of SLO water customers: Use the Civic Pay Online system at slocity.merchanttransact.com
  • County water customers (Shandon, Cayucos, Santa Margarita): Use the County system at slocounty.ca.gov/waterbill

If you live in Shandon, Cayucos, or Santa Margarita, you’ll be dealing with the San Luis Obispo County water system. They recently upgraded their payment portal to make things easier!

SLO County’s NEW Online Payment Portal

The County launched a new customer portal that gives full access to your water account info Here’s what you can do there

  • Track your water usage
  • Pay bills online
  • Set up automatic payments
  • Sign up for paperless billing
  • Get notifications on any device

To access this portal, just visit slocounty.ca.gov/waterbill and register for an account. If you need help with registration, the County provides instructions on their website.

For Spanish speakers, the portal is also available in Spanish: “Nuestro nuevo portal de clientes le brinda acceso completo a la informacion de su cuenta de agua. Visite slocounty.ca.gov/waterbill para resgistrarse.”

How to Pay Your Water Bill for City of SLO Residents

If you live within San Luis Obispo city limits, you’ll use a completely different system to pay your water and sewer bills.

City of SLO Online Payment Portal

The City of SLO uses the “Civic Pay Online” system for water and sewer bill payments. To access it, visit slocity.merchanttransact.com.

When using this system, you have three main options:

  1. Log In – For registered users with accounts
  2. Sign Up – To create a new account (recommended for recurring payments)
  3. One Time Payment – Make a payment without registering

I personally recommend creating an account if you’re gonna be living here for a while. It makes tracking your usage and setting up autopay MUCH easier!

Important Tips for City Water Customers

The City’s payment portal provides several helpful tips that I wish I’d known earlier:

  • Your total account balance shown is current as of today but might not include pending transactions
  • The online bill on the “My Bill” page is like a paper bill – it shows the last billed amount and won’t reflect recent adjustments/payments
  • Automatic payments run about two weeks before the bill due date and take the entire balance
  • To update preferences for bill delivery or saved payment methods, use the “My Profile” tab
  • Service periods run from the 16th to 15th of each month
  • 1 Con (unit of consumption) = 100 cubic feet = 748 gallons

City of SLO Customer Assistance Program

I think this is really important to mention – if you’re struggling to pay your water bill in the City of SLO, you might qualify for their Customer Assistance Program! Eligible participants receive a 20% discount on monthly water and sewer bills.

One thing that really surprised me when I moved here was how water usage is measured. Both the City and County use “units of consumption” or “Cons” where:

1 Con = 100 cubic feet = 748 gallons

  2. Create an account (not a one-time payment)
  3. Go to “My Profile”
  4. Set up automatic payments

Just be careful with the City system – auto payments take the FULL account balance about two weeks before the due date. If you’re on a payment plan or don’t want the entire balance withdrawn, autopay might not be right for you.

Based on my experience (and some frustrated calls to customer service), here are some common issues people face:

Browser Compatibility

The City’s Civic Pay system doesn’t support Internet Explorer. Use Chrome, Safari, Firefox, or Edge instead.

Billing Periods vs. Service Dates

On the City system, the service period always shows 16th to 15th, but to see exact dates, click on meter readings to expand and view the dates.

High Bills

If you notice unusually high consumption, check for:

  • Leaks in irrigation systems
  • Running toilets
  • Dripping faucets
  • Broken water lines

Account Access Problems

If you can’t access your account:

  • County customers: Follow the instructions on slocounty.ca.gov
  • City customers: Use the “Forgot Password” option or contact customer service
