Starting July 1, 2025, E.J. Harrison & Sons (EJH) will take over billing and customer service for residential solid waste services in Camarillo. This change is meant to improve customer service, offer more billing options, and give residents more flexibility with payments. Only the billing process is changing, your trash service and pickup schedule will stay the same.
The Transition only affects billing — you will continue to receive the same high-quality service with no changes to your service levels or pickup schedules.
Your first bill from EJ Harrison will include your new account number. Once you receive this bill, you will be able to:
By default, you will receive paper bills each month. If you prefer, you can sign up for autopay or paperless billing through the EJ Harrison online portal.
From July through December 2025, you will be billed monthly to ensure a smooth transition. Starting with your December bill, EJ Harrison will begin billing bi-monthly (every two months), which aligns with how we bill other communities. Well, you’re not alone! As a resident of this beautiful Southern California city, I’ve been through the confusion of figuring out the best payment methods, and I’m here to share everything I’ve learned.
The Essentials of Camarillo’s Utility Billing System
Camarillo’s utility billing covers water, sewer, and trash services (or any combo of these, depending on where you live). The city divides billing into eight geographic cycles, each billed monthly. And here’s the important part – payments are due immediately after you receive your bill!
If you’re like me, you probably want to know when that dreaded late fee kicks in. Current charges become delinquent 21 days from the mailing date. Miss that deadline, and bam! – a 10% penalty gets slapped onto your bill. Wait another 15 days without paying, and you might find yourself with a shut-off notice.
Quick Tip Mark your calendar with payment reminders! I set mine for 5 days before the 21-day grace period ends.
Multiple Ways to Pay Your Camarillo Bills
The city offers several payment options to suit different preferences. Let’s break them down:
1. Online Payments through Click2Gov
This is my personal favorite. The City of Camarillo’s secure website, Click2Gov, allows you to:
- Make credit/debit card payments (Visa or MasterCard)
- View your account information
- Check your balance and payment history
- Monitor your consumption history
To register:
- Click the Click2Gov link on the city’s website
- Select “New User” on the left side
- Complete registration and wait for the confirmation email
- Click the link in the email
- Select “Add Account” and enter your details
Important Notice: If you’re facing a water shutoff, an internet payment alone won’t stop it. You must call customer service at 805-388-5325 during business hours (Monday-Friday, 8 a.m. to 5 p.m.) to notify them of your payment.
2. Mail-in Payments
Old-school but reliable. Make checks or money orders payable to “City of Camarillo” and mail with the bottom portion of your bill to:

Remember that credit card payments through mail aren’t accepted, and the postmark date isn’t considered the payment date.
3. Phone Payments
Wanna pay by phone? Just call 855-246-9298 during regular office hours with your Visa or MasterCard ready.
4. In-Person Payments
If you prefer the face-to-face approach, visit the cashier at City Hall (601 Carmen Dr) during regular hours (Monday-Friday, 8AM to 5PM, excluding holidays). They accept:
- Cash
- Check
- Money orders
- Credit cards (Visa and MasterCard only)
Don’t forget to bring your entire bill!
5. Payment Box
In a hurry? Drop your payment in the box located in the parking lot at the public entrance to City Hall. Include the bottom portion of your bill with a check or money order. (No cash or credit card payments here!) Payments will be processed the next business day.
6. Bank Bill Pay
You can also use your bank’s bill pay service, but be aware that some payments come through as checks, not electronic transfers. Allow plenty of time for processing and mail service.
Important Fee Changes Coming in 2024
Heads up! Starting no earlier than April 1, 2024, Camarillo will implement service fees for certain payment types:
- Credit/Debit Card (Visa/MasterCard): $2.95 per transaction (up to $10,000)
- E-Check: $1.00 per transaction (up to $10,000)
FREE Payment Options (No Fees):
- Auto Pay ACH: Have your payment automatically deducted from your checking or savings account
- Cash: Pay in person at City Hall
- Check or Money Order: Send via mail, deliver in person, or use the Drop Box
Setting Up Automatic Payments
If you’re forgetful like me, AutoPay is a lifesaver! The City can process automatic deductions from your checking account two business days before the bill is due. You’ll still receive paper bills so you’ll know the amount being debited.
To sign up:
- Complete the AutoPay form
- Send it with a voided check
- Be patient – it takes 2 billing cycles for the first draft to occur
Remember to contact customer service in writing if you need to make changes to your bank account information.
Understanding Your Water Meter
Water meters are read monthly and billed in hundred cubic feet (HCF). I was surprised to learn you can check your own meter anytime! Here’s how:
- Find your water meter (usually in front of your home under a concrete or metal lid)
- Read all the digits before the decimal
- Compare with your most recent bill reading to calculate usage
Checking for Leaks:
- Turn off all water inside and outside your property
- Check your meter – none of the dials should be moving
- If any dial is moving, you might have a leak

What If There’s an Error?
If you suspect an error in your bill (it happens!), don’t panic. Call Customer Service at 805-388-5325 to discuss the issue.
Moving or Transferring Service
Planning to move? Don’t forget to notify Customer Service! You can request new service, transfer service, or cancel service:
- In person at City Hall
- By phone: 805-388-5325
If you don’t notify them of your move, you could be held responsible for charges incurred after your move date. I learned this the hard way when I moved apartments within Camarillo last year!
Trash & Recycling Services Update

Nightly Maintenance Window
Just a heads up – if you’re a night owl like me and try to access your account between 12:00 AM – 2:00 AM, you might hit a roadblock. The system undergoes nightly maintenance during this time, making it impossible to access your account.
Common Problems & Solutions
Website Access Issues
If you’re having trouble accessing the Utilities sign-on page, you might need to adjust your browser’s security settings. The City recommends using the stricter security settings as described in their “Using TLS for website” document.
For other technical issues, contact customer service during regular business hours.
Water Shut-Off Concerns
If your water service has been disconnected for non-payment, you’ll need to:
- Bring your account current
- Pay any penalties
- Cover service and reconnection fees

My Personal Experience
When I first moved to Camarillo, I was confused about which services the city billed for versus which ones I needed to set up separately. After a few months of figuring things out (and one unfortunate late payment!), I found that setting up AutoPay was the most stress-free option for me.

Bulky Item Pickup
Single family residents are allowed up to four (4) free on-call services per Calendar year for the Collection of up to 5 bulky items.
