EVANSVILLE – As bills continue to rise, some Evansville water customers will soon be able to receive a larger reduction in their bills – or maybe even some free plumbing work.
The Evansville Water & Sewer Utility announced Wednesday that it will triple the bill relief offered to qualifying customers. Households that earn $50,000 or less per year can now apply for $30 off their bill.
Relief used to be capped at $10. The changes will go live Monday. Residents can apply on the EWSUs website.
A new program will come along with it. Also starting Monday, households living at the federal poverty level – around $31,000 for a family of four – can apply for the “leak repair program” that will provide as much as $1,000 in plumbing work.
Applications will funnel from the EWSU to the Memorial Community Development Corporation, which will review the applicants qualifications and then set up a visit with a plumbing contractor to find any leaks and pinpoint ways to improve efficiency.
Applicants eligible for both programs must choose one or the other, and the theyre only offered to city residents. County residents cant apply. If no leaks are found in a residents home, they can turn around and apply for bill assistance instead.

Where’s the money coming from?
Mayor Stephanie Terry and EWSU executive director Vic Kelson announced the changes during a news conference at Sunrise Pump Station Wednesday afternoon. The programs are funded through $4 million in American Rescue Plan money, which is set to expire at the end of 2025. Kelson said about 3,000 households have applied for the bill reduction program thus far, but as many as 17,000 other families could be missing out.
Theyre hoping the changes will motivate more people to take advantage.
“We only get the ARPA money once, so we want to try to use as much as that money as possible to do things that will pay out for a long time,” Kelson said. “The easiest way to reduce your water bill is to use less water, so thats what this is all about.
“Ive been here about five months now, and some of the things I learned about our city is that Evansville is a welcoming community. Its also a community with a significant amount of poverty,” he said. “As I get out and talk to people, I hear from a lot of people in Evansville that theyre having a hard time making ends meet. They need help with their water bill.”
